Director’s Message
Welcome
to Central Forensic Science Laboratory Chandigarh.
Central
Forensic Science Laboratory Chandigarh, now operating under the administrative
control of the Directorate of Forensic Science Services (DFSS), Ministry of
Home Affairs (MHA), Government of India, is strategically located at Dakshin
Marg, Sector 36, Chandigarh. With a remarkable history spanning over 90 years,
it stands as a pillar in the service of law. Established in Lahore in 1933 as
the CID Laboratory, it embodies the rich legacy of both pre-independence and
post-independence India. The laboratory has evolved significantly and continues
to provide essential services to the judiciary, firmly serving the states and
Union Territories within its jurisdiction.
The
enactment of three new laws—BNSS, BNS, and BSA—marks a pivotal moment for
forensics, significantly enhancing its role from the initial crime scene to
final court verdicts. As the first forensic science laboratory to adopt these
groundbreaking laws, we have proudly established a 24/7 "Incident Response
Unit” in full compliance with Section 176(3) of the BNSS. Our state-of-the-art
laboratory is not only equipped with cutting-edge technology but is also
committed to addressing a range of critical issues. CFSL Chandigarh is
investigating and reporting on cases related to cyber crimes, analyzing damaged
mobile phones, Audio Video analysis, DNA testing for sexual assault cases,
examining drones in cases of cross-border terrorism, handling cases under the
NDPS Act, reconstructing incidents involving IED blasts, and investigating
snake venom poisoning cases. To ensure the highest quality of reports, the
laboratory adheres to strict quality control and quality assurance procedures
and is accredited by NABL in accordance with ISO/IEC 17025:2017.
Research
is the backbone of any Scientific Organisation. With advancements in
technology, the methods used to commit crimes have changed drastically. To
tackle these challenges and to strengthen forensic capabilities, Scientists at
CFSL Chandigarh are actively engaged in various research projects in
collaboration with premier organizations such as IITs, C-DAC, PGIMER, and
universities. Besides, CFSL has also published hundreds of research papers in
journals of International repute. Additionally, new technologies have been
developed and patented by the scientists of CFSL Chandigarh which include a
"rotating paper disc” for drug
extraction and "chip-off technology” for damaged mobile devices.
